ORDINANCE ON THE FRAMEWORK FOR THE PREPARATION OF GOVERNMENT BUDGETS FOR THE PERIOD FROM 2017 TO 2019

Slovenia's medium-term fiscal framework was set in Stability Programme, in April 2016, in accordance with Article 6 of the Fiscal Rule Act, Ordinance on the framework for the preparation of the government budgets for the period from 2017 to 2019 was adopted. With this Ordinance Slovenia meets the requirements of Council Directive 2011/85 / EU on requirements for the medium-term budgetary frameworks of the Member States.

 

Slovenia has based on the change of Article 148 of the Constitution in 2015 adopted a law on fiscal rule, containing the basic principles of public finance management at the general government sector. Law on fiscal rule also redefines the role of the National Assembly in the planning of public spending.

 

In accordance with the Fiscal Rule Act the National Assembly is involved in preparation of government spending for the next three-year period from the beginning with setting the key fiscal framework, which should be pursued in budgetary planning. The Act sets two key objectives - targeted general government balance as a whole and the individual public finance budgets and the highest possible level of expenditure of general government and individual public finance budgets (i.e. the state budget, local government budgets, pension and health funds).

 

On 19 April 2016 the National Assembly adopted the framework for preparing the budgets of general government for the period 2017-2019. The Framework in accordance with the law sets a target balance and the highest possible volume of government expenditure for each fiscal year and the target balance and the highest possible level of expenditure of each public finance budget for the next three years,  2017, 2018 and 2019.
