Tasks of Treasury general
ledger include following stages of preparation
of the consolidated balance sheet of
the central and local governments:
- preparation of the report as governmental
act;
- collection of data from balance sheets
of all state and municipal budget users
- control, consolidation and analysis
of collected data,
- offering of expert help to budget
users in terms of putting together
the balance sheet
- consolidation of balance sheets of
all state and municipal budget users
- cooperation in preparation of legislation.
System of consolidation consist of:
- methodology, set by Regulation for
preparing consolidated balance sheet
of the central and local governments
and enclosures which are its compound
part ;
- Public Payments Administration of the
Republic of Slovenia which manages the
register of all budget users and is the
base for setting up the list of budget
users obligated to make a balance sheet;
- budget users, who made a balance sheet
and before that they reconcile on the
1st level (reducing the creditors/liabilities
to the budget users of the same budget);
- all municipality on the base of balance
sheet of all budget users, sent by own
budget users which reconcile on 2nd level
(reducing the creditors/liabilities for
the capital investment in public founds
and other organisations who they own)
Treasury general ledger on
the base of sent balance sheets of all
state budget users prepares reconciliation
on 2nd level and sets up consolidated balance
sheet of state; on the base of sent balance
sheets of municipality and consolidated
balance sheet of central government is
prepared reconciliation on the 3rd level
(reducing creditors/liabilities between
budget users, who don’t belong to the same
subaccount) and sets up consolidated balance
sheet of the central and local governments,
which is enclosed to the report of consolidated
balance sheet of the central and local
governments as an act of the Government.
